A parliamentary report pointed out that most Chinese students are dissatisfied with the British government's immigration policy, and 95% of respondents believe that "the policy needs to change."

The report was written by Kelly Liang and edited by Barry Gardiner, MP and chairman of the All-Party Chinese Affairs Committee of the British Parliament (APPCGB), and municipal councillors Alex Yip, Frank Leung and Jiaqi Hou. Another 29% respondents said that they did not stay because of cultural and language differences, and 23% respondents believed that there were better career prospects in China.

"It's important that we don't blame the universities entirely," said Barry Gardiner. "Chinese students are a relatively conservative community. The data may only reflect part of the actual problem."
